Pasighat centennial celebration gets off to a colourful start
PASIGHAT Feb 16: The much awaited mega event of Pasighat Centennial celebration with the theme “Honouring the past, Visioning the future” got off to a colourful start here today when Chief Minister Dorjee Khandu formally unveiled the Pasighat Centenary Monument amidst massive gathering.
While expressing his happiness to be a part of the celebration of glorious 100 years of the state’s oldest town, Khandu termed Pasighat as the gateway of Arunachal Pradesh. He extended his sincere gratitude to those numerous luminaries, freedom fighters, political leaders and bureaucrats of the area who have substantially contributed on the development of the state.
Reiterating his stand over the need to harness the state’s rich resources for economic sustenance, the chief minister stressed for promoting tourism which is in abundance in the state. He further divulged that a master plan for infrastructure development to facilitate tourists have been prepared and is in the pipeline for implementation.
“With the Centre willing to extend all possible help, we have numerous milestone to achieved” Khandu assertively said while highlighting on the achievements made since he took over the rein. He informed the gathering about the roads, air connectivity and infrastructure coming up in the state which will undoubtedly put the state on fast track of development. The Government has prioritized hydropower as the main goal of its development agenda, Khandu revealed. Khandu made it very clear that the apprehension doing round about mega dams in the state was a wrong notion. Except few, maximum projects allotted to the PSUs and private developers are run of the river project which has no or minimal affect. He further revealed that a proper study of the downstream impact would be carried out in conformity with the Assam counterpart before going for the construction of the big dams. “Whatever little apprehensions the people have need to clarified”, Khandu said while stating that the big dams would indeed control flood during the rainy seasons and would provide irrigation water for the Agricultural fields during dry seasons.
The revenue earned from upfront premium and processing fees from project developers touched Rupees 1,320.31 crores which was used in undertaking various developmental projects for the state and helped the resource crunch state of Arunachal Pradesh in mitigating the 6th Central Pay Commission recommendation liability for its State Govt. employees, Khandu reveled.
The chief minister also mentioned on the need for preservation of wild life, awareness on HIV/AIDS on missionary zeal and maintaining peace and tranquility for attracting investors and industrialist to make their way to the state for investments.
Earlier, Education Minister Bosiram Siram, in his welcome address briefly deliberated on the past of Pasighat, the way it transcended from 1911 to 2011. He made mentions about various developments took place and what more need to be done for the state’s oldest town.
Power and Tourism Minister Jarbom Gamlin, called for full participation of the people in order make the event a grand success. He apologized the gathering for delaying the centenary celebration for a month due to unavoidable circumstance.
AICC Secretary Sanjay Bapna, who was a special guest on the occasion, extended his gratitude to the people of the state for showering the love and hospitality to him. He lauded the beauty of Arunachal Pradesh and the peace loving nature of the people. Appreciating the endeavour of the state government for multi faceted development, Bapna believed that with such pace, the state would soon become a front ranking state in the country.

DoNER sanctions Rs. 69.92 crore fund for road network in Arunachal
ITANAGAR, Feb 16: The Union Ministry of Development of North Eastern Region (DONER) has sanctioned funds worth ` 69.92 crores for development of road network in Arunachal Pradesh. The money has been sanctioned from the Non Lapsable Central Pool of Resources (NLCPR) Fund for taking up development work in four districts of the state.

ITANAGAR, Feb 16: In Arunachal majority of workforce in various government departments especially in C and D category are casual workers. Despite getting meagre amount of salary these group of people are very sincere towards their job and are much honest to their job than those regular ones. In the hope that one day their job will be regularised if they keep on giving their best. But for many of the casual workers their wait to get regularized never seems to end.
This journalist interacted with many casual workers who poured out heart but with condition that their names be kept anonymity. They tell how it has become difficult to support their family with low salary in these days of high inflation. “I get a monthly salary of around four thousand. I have to support my wife and my two kids. With prices of essential commodities increasing every day, it has become almost impossible to survive in Itanagar,” told one casual worker who is employed as computer operator in a government department. He further added, “We have cut down our spending on buying clothes and all. Now almost all money goes to buy food items and paying house rent. Many a times my children ask me to buy them some stuff but I am so helpless.” Such embarrassments have become bit regular phenomena for many of the casual workers.
At work place also often they are being looked down by their fellow colleagues who have got appointed on regular basis. “Everybody knows that being casual workers our jobs are not secure. Even our colleagues who are regularized treat us quite differently. They have this superior feeling over. We are almost treated like second class citizen. It’s a sad feeling,” tells another casual worker.
Despite many difficulties it is hoped that one day their job will get regularize which keep these casual workers motivated. “I joined as causal lower division clerk (LDC) in the year 1998. It’s been 13 years since then but still I am a casual worker. Every year my bosses assure me that this year I will be regularized and I am also living on hope,” shared another casual worker. She went on to add, “Its hope that one day my job will get regularize and I will available all benefits which keeps me going. But there are some in our office who have been employed as casual since last 25 years and when I see their status, it makes me worried for my future.”

Chidambaram accused of ‘double standard’
ITANAGAR, Feb 16: The Forum for Siang Dialogue (FSD), a pressure group which is opposing the development of Lower Siang Hydro Electric Project, has questioned the “double standard” of Union Home Minister P Chidambaram on his recent furious remark on the Jammu and Kashmir map depicting Akshay Chin in red colour and PoK in green colour, and on the other hand his silence on the maps depicting Arunachal Pradesh within China which have allegedly been used by the project developer, Jaypee Arunachal Power Limited, and WAPCOS.
The FSD also condemned the different stand that has allegedly been taken by Union Home Minister on both maps depicting Indian territories within China, which it said, sabotaged Arunachal’s integrity.

FSD said that it had written to Chidambaram on Dec 10 for taking action against the officials of Jaypee and Water and Power Consultant Services (WAPCOS) for showing parts of Arunachal and the very site of 2700MW Lower Siang HE Project to be under China territory in their Environment Impact Assessment report, but till date no action was taken against Jaypee and WAPCOS. The Centre should have taken exemplary actions against JAPL and blacklisted WAPCOS instantly, the Forum said.
FSD informed that they had also written to the President and the Prime Minister on 10th December 2010, but interestingly no one had bothered to initiate any action against them. But the Union Home Minister warns a political party chief of action if she doesn’t withdraw the maps, FSD said.
The Forum raised several questions: why was the Centre reluctant to take any action against those responsible for depicting parts of Arunachal in Chinese territory, was it because Arunachal is not a part of India. Is the Centre not bothered about Arunachal which is plotted under China territory, that too by a GoI body and a powerful corporate house of India? Does India have different laws for different peoples or of their influence, status or political affiliations?

ITANAGAR, Feb 16: Stating that the People’s Party of Arunachal does not appreciate any form of violence, the party has requested the Arunachal Pradesh Engineering Service Association, Arunachal Pradesh Public Works Department Engineers Association, Arunachal Pradesh Junior Engineers Welfare Association and Arunachal Pradesh Tribal Junior Engineers Service Association not to take harsh stand on Takam Tagar as, the party observed, altercation might have occurred because of certain issues.
“When the matter has been already reported to the authority and FIR has been lodged, let the law take its own course,” said PPA general secretary Ashan Riddi in a release. He further said while the legal procedures take its course, both Tagar and Nair be allowed to resolve differences if any.
It may be mentioned here that conglomeration of engineers associations had demanded action against Tagar for allegedly assaulting PWD junior engineer K S Nair at work site on Feb 13. Tagar in a release yesterday denied the allegation as baseless.

ITANAGAR, Feb 16: All Arunachal Pradesh Workers Union (AAPWU) strongly condemned attacked on junior engineer PWD K S Nair allegedly by MLA Takam Tagar on Feb 13 last.
While supporting the demands of the various associations of engineers, AAPWU said such an uncivilized act by an elected representative is condemnable from every civilized society.
Confederation of Service Association of Arunachal Pradesh (CoSAAP) in an emergency meeting held today strongly condemned the alleged assault of Nair.
The attacked on government servant on duty by a law maker is an unfortunate state of affairs, which hurt the sentiments of entire state government servant in particular and society in general, it said.
Further, endorsing the demands of All Engineering Service Associations, CoSAAP demanded the authority to book the culprit as per law and immediately constitute judicial enquiry to unearth the truth.
The CoSAAP further appealed the government to ensure that the ongoing construction work of the state assembly secretariat building is completed within the stipulated time without compromising the work quality and misappropriation of earmarked fund.

ITANAGAR Feb 16: Taking serious note over the allegations leveled against Arunachal Pradesh Building & Other Constructions Workers Welfare Board (APB&OCWWB), Chairman Jalley Sonam by the All Arunachal Pradesh Government Departmental Labours Union (AAPGDLU) All Arunachal Pradesh Workers Union has termed it ridicules, baseless and unfounded.
In an emergency meeting held yesterday the Central Working Committee and executive body members of AAPWU took stock of the allegations leveled against its president Jalley Sonam as published in some local dailies on Feb 13 last.
AAPWU strongly opposes allegations leveled against Jalley Sonam for misusing his power as the chairman of the Board by making false promises like medical advance, marriage assistance etc.
Before making such unfounded and baseless allegations and going to press, AAPGDLU should verify the facts, as it could bring serious reactions if allegations are wrong and not proved.
It is worth mentioning here that Jalley Sonam who is associated with labors of the state since last 20 years was appointed as the chairman of the Board with the consent and approval of the state government. As soon as Sonam assumed the office of the APB&OCWWB as the chairman last year has been rigorously campaigning in the labour concentrated areas of the state making the workers/labors aware of the benefits provided to them by the state government through APB&OCWWB. Within short span of one year, he has implemented much of the benefits as provided by the Board, it said.
The AAPGDLU president and secretary, instead of appreciating yeoman service rendered by Sonam to poor workers of the state, they are trying to tarnish the image of J Sonam, the AAPWU said.
APMTF alleges illegal collection of fund while AAPPTF demands apology
ITANAGAR, Feb 16: The Arunachal Public Motor Transport Federation (APMTF) has lodged complaint against the All Arunachal Pradesh Public Transport Federation (AAPPTF) general secretary and chairman with the Capital Complex Deputy Commissioner alleging that the leaders duo ‘misleading, cheating and extorting money from all commercial vehicles’.
While condemning the alleged collection of money, the APMTF demanded immediate halt on the collection and said that whatever amount collected should be refunded. It also requested all commercial vehicle owners not to entertain unrecognized organization seeking donations in the name of a federation.
Meanwhile, reacting to the alleged forceful collection of money, All Arunachal Pradesh Public Transport Federation has demanded public apology from the APMTF within four days, otherwise, it said, would compel to approach court for leveling false and fabricated allegations against the AAPPTF in order lower its image, said its secretary general in a release today.

ITANAGAR, Feb 16: All Arunachal Registered Contractor Association, Kurung Kumey district unit has requested all the works departments to follow the rules by inviting tenders for implementation of all the centrally sponsored schemes. Let people take decision on projects
Dear Editor,
This is apropos the public hearing on 780MW Nyamjang Chu hydro project, conducted by Arunachal Pradesh State Pollution Control Board at Lumla on Feb 8. It is unfortunate that the student community of our area were not allowed to participate in the hearing simply because the students representatives were not from the affected area.
Now the word ‘affected area’ creates many doubts. Will the impact (prositive or negative) of the project be felt within the ‘affected area’ only.
In the midst of such quarries, we would like to mention here that the demands of the All Dhak Pangchin Students Union (ADPSU), Lumla to make public all projects related documents have not been fulfilled yet. Our demands include disclosure of minutes of the first project related meeting convened on 2007, copies of MOU signed, modalities copy of environment impact studies etc. We want project related papers to educate the people about the advantage and disadvantage of such projects so that people themselves able to take decision whether the project are needed or not. We also want to mention here that we want development but not at the cost of our valuable traditions.

Activate Dumporijo BSNL tower
Dear Editor,
The installation of a BSNL tower at Dumporijo more than two years back had inspired many. Thousands of local tribal who had purchased mobile handsets are now awaiting anxiously to see the day when the tower would be activated and Dumporijo be connected with other parts of the country and world.
It is shocking to observe that after a mere formality of the installation of the tower no follow up technical measures were taken up till date. The mobiles purchased even by poor tribal are being used only to see the time with the additional burden of charging them every second day.
The planning cell of BSNL seems to be working in an erratic manner as the towers which were installed much later than Dumporijo tower are now operational. It is baffling to understand how a district circle like Dumporijo has been so long deprived of this present day necessity of mobile services, while smaller places like Lida have been provided the requisite facilities.
Therefore, it is my urgent appeal to the BSNL general manager to investigate into the abnormal delay and get the tower activated at the earliest.

It is time to show maturity
Dear Editor,
The conference – cum-
The committee should ensure peace and tranquility in and around the camp so that no untoward incidence occurs. It is also my earnest suggestion to the organizing committee to liaise with the district administration to provide security for the safety of the students arriving for the conference from outside the district. We should ensure that to make the conference a success, all participating members cooperate with the organising committee in maintaining harmony throughout the electoral process.
Winning and losing of an election is part of the process, and there should not be any sort of excessive expression of grieve and excitements. Such show of the feelings has always an impact on the general masses, either positive or negative.
Having said these, I on behalf of the people of the East Kameng district and Seppa in particular, would like to appeal all the students to maintain decency and maturity while participating in the conference without any malicious intensions and help conduct the conference a grand success.

Tirap needs immediate attention
Dear Editor,
Tirap has been the very tense area or district in comparison to other districts of the state for last one year, but yet no one thinks about the solution to the exact problem of the district. The home minister also follows the same path by not showing his interest in it. It is home minister who is to play a vital role in such tense situation prevailing in Tirap. If he is in Arunachal Pradesh now, he should try to know the grievances/problems being faced by the innocent people of Tirap.
I do appeal the home minster to render his service sincerely and also request other minister to take serious note of Tirap problems in order to maintain peace and harmony in the state.
